He concludes that purely voluntary approaches may be easy solutions, but they are likely not the fairest. He proposes to change the default, at least: make vaccination expected.

This new 2021 report synthesizes major assessments from IPCC, IPBES, the Global Environmental Outlook and more to provide a blueprint for meeting the planet’s linked environmental challenges.
